They take into account the fact that these employees will be receiving money from tips. Thus if they do not receive tips they may literally only make a few dollars an hour, a truly negligible amount.
It is a way to reward someone who has given good service
It is good to give something to someone who has gone out of his or her way to serve you. A waiter takes orders from you and essentially does your bidding in serving you food. If they do a good job, then you can reward them by giving them a good tip.
It can make you feel good as well
Oftentimes we feel good about doing for others. If someone has served you well, it might feel good to give him or her something back in turn. A good tip might make you feel good because you know that it will make them feel good.
It is expected
In most restaurants in the United States it is expected that you will give a tip. You might feel strange or uncomfortable if you do not. Others will probably regard you as miserly if you do not tip the waiter or waitress. It is customary thing to do and everyone will be expecting it.

Because it is expected, your server is likely to feel very bad for not receiving a tip. They may feel like they did something wrong. It will be very frustrating and sad for them to work hard serving you and then for you to leave without giving a customary tip. It is not typically considered a nice thing to do.
It is important to tip in a restaurant. Obviously there are exceptions such as if it is included in the bill or you just receive such horrible service from someone that you are going to make a statement by not.
